Fueling Rights / hour between Fills etc

The Fueling Rights will control how the Vehicle Fuels. If there is Local Acc authorization required and there is a period restriction between fill it will need to keep the recent transactions to ensure the fuel allocation was delivered for that time period.

The item #4  will be Minimum Kilometers Before Fuel (MKBF). If the Kms entered are not greater than the minimum kms before is fuelling allowed, it will not allow fuel.
When this is automatic, it will be more effective as you can not tamper with the data from the vehicle unit
